You don’t always have to go through Avis or Budget, and heck, you don’t always have to rent a car. There are many choices in the islands that are good to turn to if you find yourself needing a four wheel drive or something different, or it seems Dollar is all out of cars.
Also consider Hotwire. Their prices are super-low, but I don’t think you can cancel.
Mopeds are a good choice in downtown locations, like Waikiki and Kailua-Kona if you have transportation to your hotel and don’t want to explore the island. Bicycles can be rented with a car rack, and taken with you for active vacations.
